A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection (COI). On May 18, 2021, the [name withheld] was boarded by Sector New Orleans boarding team and identified the vessel to have 1 crewmember and 8 passengers aboard. On October 19, 2020, your office surrendered the vessels COI and requested to place the vessel in laid up status, subsequently approved by our office on November 10, 2022. It has been determined that your vessel was operating with passengers aboard without a valid COI. The [name withheld] shall not operate with cargo or passengers onboard until a valid COI is attained.
