Owner/operator of a nontank vessel required to have a response plan (VRP) under this subpart may not deviate from the approved VRP. PSCO found that the vessel did not have an approved nontank vessel response plan for the vessel. 33 CFR 155.5012

Vessel arrived to New Bedford Harbor, MA at approximately 1345 on 14JUL2023 without an advanced notice of arrival submitted.

Vessel does not have an interconnected smoke detection and alarm system. Vessels on a Coastwise or Oceans route must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. § 181.450: An interconnected detection and alarm system must: (1) Consist of multiple-station smoke detectors listed by an NRTL, or independent laboratory accepted by the Commandant according to 46 CFR subpart 159.010, as meeting UL 217. (2) Be installed such that the actuation of alarm in one area results in both audible and visual alarms in all areas required by 46 CFR 181.405(c) to be protected by the interconnected detection and alarm system; (3) Contain an independent power source; and (4) Alarm on low power. Provide evidence to the local OCMI that an interconnected detection system meeting the above requirements has been installed and is functional.

Life floats shall be stowed so they can float free, and must be attached to a painter and weak link. Life floats were not satisfactorily stowed or attached to painters and weak links.

Vessel is required to have a fixed fire fighting system with an approved design plan. Vessel plan indicates 30 second time delay. Vessel had one 60 second time delay installed on system.

Vessel had oily mixture in bilge. Remove oily mixture.

Electrical equipment shall be maintained to prevent ignition of flammable vapors. Shore power cable was not properly attached to panels.

Drills are required for COI. Vessel unable to get underway for drills due to deficiency.

Means of escape should be sufficient for rapid evacuation. Means were not adequately maintained for safe use.

Electrical equipment shall be installed to prevent electrical ignition of flammable vapors. Cables entering distribution panels and motor controllers need corrosion and waterproof fittings.

Engine room shall be maintained in a manner to prevent fires. Blowers in forward engine room compartment were coated in dust. Clean blowers.

OWS shall be maintained and tested IAW manufacturers instructions. OWS was not maintained and tested, system shall be tagged out until successful testing can be demonstrated to USCG.

#3 and #4 Main Engines on bridge low oil pressure alarms not operative. Vessel shall repair to original condition.

AAWPP at 185 lbs compliance not completed. Vessel shall submit documentation to Marine Safety Center (MSC) for review.

Vessel's stability letter has not been updated to reflect the new assumed average weight per person of 185 lbs as per 46 CFR 178.310 (a)(1). therefore, passengers have been limited to 70.

Stability letter not onboard. Provide copy to vsl and to marine inspector.

Replace missing smoke alarms in crew quarters.
