The owner, master, or person in charge of each vessel underway shall ensure that the vessel's anchors are ready for letting go. PSCO conducted in-service exam after pilot reported port anchor shain was fouled. PSCO observed port anchor successfully let go and no fouling of anchor chain.

THE IGG COMBUSTION AIR BLOWER IS INOPERABLE, INHIBITING THE INERTING CAPABILITIES OF THE INERT GAS SYSTEM. 74 SOLAS (14 CONS) II-2/4.5.5.3.1, 40AC.
