0615: Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. The rescue boat engine is not working per the operators manual. Cooling water is not coming out of the cooling water check point. Engine is not being maintained as per page 30 of the operating manual, SOLAS (14) III.20.2, 17 ABC.
