Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel's master noticed a perceived reduction of "prop wash" from the starboard side of the vessel and a reduction in maneuverability. Master safely navigated to a fleeting area and divers were dispatched to determine if there were any issues with the vessel's running gear. Divers discovered the vessels starboard steering rudder was missing. Diagnose cause of missing rudder, replace rudder, and conduct underway operational tests to the satisfaction of the vessel's TPO.

Each towing vessel must have a fire-detection system installed to detect engine room fires. Heat detector installed above port shaft was broken from its mount and not hooked into the system. Have the detector repaired/replaced, reinstalled, and prove proper operation.
