46 CFR 182.530 (a) On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each space with a through-hull fitting below the deepest load waterline, such as a lazarette. MI observed that port bilge alarm was not operational. Vessel shall enact permanent repairs to the satisfaction of USCG Marine Inspector.

46 CFR 180.71 (a) An adult life jacket must be provided for each person carried on board a vessel. MI observed 13 adult life jackets that were not serviceable CODE 705: Vessel is restricted to carrying 38 people that would require an adult size life jacket.

46 CFR 180.71 (b) Child size life jackets equal to at least 10% of the number of persons permitted on board must be provided. MI observed 12 child size life jackets that were not serviceable. CODE 705: Vessel is restricted from carrying people that would require a child size life jacket.

47 CFR 80.159(e)(1) Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator, who must hold marine radio operator permit or higher class license. MI observed vessel's radio operators did not have marine radio operator permits.

46 CFR 185.210(a) For each marine casualty required to be reported by § 185.202, the owner, agent, master, or person in charge of the vessel shall determine whether there is any evidence of alcohol or drug use by individuals directly involved in the casualty. MI observed the alcohol test swabs were expired.

46 CFR 16.500(b)(1) By March 15 of the year following the collection of the data in paragraph (a) of this section, marine employers must submit the data on the form titled U.S. Department of Transportation Drug and Alcohol Testing MIS Data Collection Form. MI observed that vessel had no record of the MIS reporting form for 2023.

Discovered seized bilge pump valves behind the MSD on both port and starboard side.

Except as allowed by paragraph (e) of this section, each vessel certificated to operate on a limited coastwise route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board. The two life floats on board were found holed and in poor condition. The life floats are not suitable for service. The vessel is permitted to operate on a reduced route until the new life floats are onboard due to an EPIRB installation. 46 CFR § 180.205 (c)

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: the pump is listed by an independent laboratory as meeting the requirements in UL 1113 (incorporated by reference; see 46 CFR 175.600). Identified an inoperable bilge pump in the port and starboard aft hull. 46 CFR § 182.520 (a)

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. The anchor light was found inoperable when tested. 46 CFR § 183.420

A vessel with an electrical system operating at more than 50 volts, which is provided with a means to connect to shore power, must meet the following: (a) A shore power connection box or receptacle must be permanently installed at a convenient location; (b) A cable connecting the shore power connection box or receptacle to the switchboard or main distribution panel must be permanently installed; (c) A circuit breaker must be provided at the switchboard or main distribution panel for the shore power connection; and (d) The circuit breaker, required by paragraph (c) of this section, must be interlocked with the vessel's power sources so that shore power and the vessel's power sources may not be operated simultaneously. Identified a newly installed shore power connection missing overcurrent protection. Install a UL listed 489 breaker for overcurrent protection to shore power conductors. 46 CFR § 183.390

In accordance with the guidance of Marine Safety Center Technical Note 04-95, CH-2, deadweight surveys are generally required when the total aggregate weight change (sum of weights added, weights relocated, and weights removed) exceeds 2% of the lightship displacement last determined by test or when the longitudinal center of gravity (LCG) shifts by more than 1% of the vessel’s length between perpendiculars (LBP). The operator replaced the original (two) outboard main propulsion engines with new Yamaha 300 HP main propulsion outboard engines. Submit calculations for the addition or subtraction of weight to the MSC for examination. Include the total aggregate weight changes from the lightship values of the last stability test. 46 CFR 178.210

A vessel must comply with the applicable requirements for any radio and EPIRB installations. Radio has no GPS. Program GPS into radio.

Discharge end of fuel tank vent pipe must be fitted with removable flame screen single screen, corrosion resistant, 30 X 30 mesh. Wrong screen found on vents. Replace screen with correct screens.

A water heater must meet the requirements of this chapter and have a UL listing of 174 or 1453. Water heater is corroded and needs replacement. Replace water heater with correct UL rating.

Electrical equipment and installations must be suitable for the roll, pitch, and vibration of vessel underway. Electrical receptacle not mounted. Mount electrical receptacle.

Where flexible nonmetallic hose is permitted for use in piping systems, it must meet SAE J-1942, J-1527, or USCG A1, B1. Fuel hose is brittle and needs replacement. Replace fuel hose.

Marine employer must have sufficient number of alcohol testing devices readily accessible on board the vessel. Alcohol strips were expired. Replace alcohol strips.

Electrical equipment on a vessel must be installed and maintained to minimize accidental personnel contact with energized parts. Found dead ended wires. Remove or secure in approved box all dead ended wires.

Repair cracked welds on beaching operations gangway prior to conducting beaching operations. 46CFR177.900

Ensure all fire extinguishers are maintained iaw 46 CFR 181.500.

Retain Marine Radio Safety Telephony Certificate onboard and restrict to 1,000 ft from shore iaw 47 CFR 80.13.

Ensure first aid kit contains required items and that required items are not expired iaw 46 CFR 160.041-4.

Maintain records of chemical tests and make records available to marine inspector iaw 46 CFR 16.260(a).

Prove proper operation of all bilge discharge positive action shut-off valves to the satisfaction of the attending marine inspector IAW 46 CFR 182.520(e)

Flame screen in port fuel tank must be replaced IAW 46 CFR 182.450.

Bilge alarm must have a visual alarm installed at the pilot house IAW 46 CFR 182.530.
