Owner/Operator did not have emergency instructions as outlined in this regulation. Must provide CG with emergency instructions that means this regulation's requirements. 46 CFR 185.510(a)

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel was missing of 1 of its 3 fire buckets. Provided CG with proof of third fire bucket. 46 CFR 181.610
