The cargo envelope shall remain sealed and free of leaks at all times. Attending Marine Inspectors identified cargo vapor leaks at all high level alarm test locations, three cargo hatches and one sight glass. Vessels is authorized to discharge cargo in order to make reparis. Prior to loading next cargo the tank barge shall undergo a satisfactory vapor tightness test and provide such evidence to the attending marine inspectors.
