The master, owner, operator or agent of any vessel that operates in the waters of the United States must remove fouling organisms from the vessel's hull, piping, and tanks on a regular basis and dispose of any removed substances in accordance with local, state and federal regulation. PSCO observed extensive algae growth on bow of vessel.
Condition: Improper/Lack of Maintenance
Action required: 10 - Deficiency Rectified
Resolved 3 March 2021
Resolution: Reviewed DNV-GL survey statement, 25083/1556697, dated 01FEB21 attesting to all marine growth present in the bow area above the load water line in way of the port and starboard has been removed.

74SOLAS(14)I/11: Whenever an accident occurs to a ship or a defect is discovered, either of which affects the safety of the ship, the master shall report at the earliest opportunity to the Administration. Vessel experienced a loss of propulsion while transiting the Delaware River. Vessel did not report a loss of propulsion to the Administration and cannot ascertain the source of failure. 17abc

Resolution: Recieved DNV-GL Report rectifying issue: The pneumatic two-position three way valve was overhauled, cleaned, maintained and reconditioned by crew.
