An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that either:(a) The vessel is built, equipped, and maintained to conform to the rules of a recognized classification society appropriate for the intended service and routes, but not classed; or (b) The vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey. The exterior of the vessel hull was found with substantial marine growth. USCG inspector discovered a wasted transverse bottom frame located in the engine room immediately fwd of the aft bulkhead. Visual inspection of several frames located in the engine room revealed serious structural wastage. The engine room bottom plate was found with heavy scale and corrosion. The vessel must complete a credit drydock prior to receiving a COI. Clean the marine growth on the exterior of the hull, remove all bilge water, open all spaces and gas free confined spaces using a Marine Chemist. Contact USCG for re-inspection. A USCG inspector will attend and visually inspect all internal frames. Gauging to be completed on the hull at the frames to be renewed and at the attending marine inspectors discretion on the bottom plate/side shell. Provide objective evidence showing the vessel’s scantlings, (frames, girders, plating, etc.) in order to determine the wastage percentage using USCG NVIC 7-68 as guidance. 46 CFR §144.200
