The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with terms of it's Certificate of Inspection. Vessel operator discovered small holes in hull. Vessel dry docked and operator must submit a repair proposal to effect repairs IAW NVIC 7-68 and 11-80 to the satisfaction of the attending MI. 46 CFR 177.100 Code 701 c
