Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after such repairs or alternations are made. Repairs or alterations that affect the safety of the vessel include, but are not limited to: other than replacement in kind, of electrical wiring, fuel lines, tanks, boilers and other pressure vessels, and steering, propulsion and power supply systems; Identified multiple electrical components not in compliance with the vessel's approved electrical plans: electrical inverter powering (4) electrical outlets, speakers, and decorative lights. Ungrounded extension cord plugged into electrical inverter. Identified multiple dead end, exposed electrical wiring throughout the vessel. Restore the vessel IAW approved electrical plans. 46CFR176.700

A vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel. Lloyd's Yachts and Small Craft. (2) Port deck stiffener hardware not properly secured. (1) Starboard deck stiffener hardware not properly secured. Properly secure deck stiffener hardware. 46CFR177.300

Vessel must undergo an annual inspection within the 3 months before or after each anniversary. Vessel is overdue for its annual inspection. 46 CFR 176.500(b)(1)

Vessel COI has expired. Vessel is prohibited from operating until vessel undergoes satisfactory COI Renewal inspection.

New owners removed fixed seating for 12 persons on passenger deck and replaced with fixed tables and movable chairs. Measured deck area and new fixtures to use fixed seating and deck area to assume new passenger load. Deck area totaled 133.815 square feet and furnishings and helm area measured 53.245 square feet for a total usable area of approximately 80.57 square feet. With 10 square feet allowed per passenger, this would allow 8 passengers with the addition of remaining fixed seating of 8 passengers for a total of 16 passengers. Passenger count reduced to 16 passengers.

Owner to submit updated drawings specifying weight changes from removed fixed seating to new arrangements mentioned in deficiency #1 to assess potential stability concerns.

Provide magnetic compass with light.

Provide updated DAPI MIS report for current employees.

Replace fuel filter with appropriate type - current filter has plastic bottom.

Provide 01 additional flash light for 02 total.

Stow and mark life jacket stowage areas.

Deck frame, cross deck channels and fasteners are severely corroded.

Plywood deck beginning to soften in serveral areas.

Current navigation chart is 2012. Provide updated chart for area of operation. 46CFR184.420

Vessel is required to have 22 type I adult size PFDs on board. Inspection of life jackets found 04 that were deteriorated. Replace with new Type I PFDs. Reduce number of passengers to 16 and 02 crew until PFDs are replaced.
