Once the plan review and inspection of the tank vessel Vapor Control System (VCS) satisfy the requirements of this part, the Officer in Charge, Marine Inspection (OCMI) will endorse the Certificate of Inspection for the U. S.-flagged tank vessel. MAG 571 had VCS plans approved by the Marine Safety Center (MSC) on 17 JUL 2007, Approval letter Serial number C2-0702258, with no documented system removals or modifications since 23 MAR 2012. During 28 MAR 2024 Annual Inspection, Marine Inspectors observed ALL previously approved VCS high level and overfill system components to have been entirely removed from the tank barge on an unknown date. Vessel's current VCS arrangement does not comply with the requirements of 46 CFR Part 39. Vessel operator to reinstall ALL removed VCS components to comply OR provide a proposal to both the MSC and local OCMI on plans to permanently decommission the on-board VCS. Either option will require MSC and OCMI final approval on any and all system changes. 46 CFR 39.1013(d) Rectified prior to usage of the Vapor Control System OR once system is officially decommissioned.

Every tank barge shall have its name or number carved, punch-marked, or welded on the main beam, inside the cargo hatch, or other suitable permanent part of the vessel's structure for the purpose of identification. The vessel's name or number shall be so displayed at the highest part of the vessel's hull or permanent structure that the name or number can be seen from either side. Marine Inspector observed the barge's name to be worn and not clearly visible on the PORT and STBD sides of the barge due to paint wearing off. Make the barge name clearly visible. 46 CFR 32.05-15

When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect for new construction insofar as possible. Vessel owners rep stated that the vessel had recently been dry docked and major repairs completed to the side shell to repair damage caused by Hurricane IDA. MI observed numerous areas of side shell crop and renewal. All repairs were done without notifying and without the supervision of the OCMI. 46 CFR 30.01-10
