PSCO received report that vessel's hydraulic hose (fwd stbd side of cargo hold No. 2) failed, spilling approximately 20 liters of hydraulic oil on deck/into the water. 74Solas20 I/11(A)

9900-Other(not clearly hazardous)-Each transfer pipe system must not leak under static liquid pressure at least 1.5 times max allowable working pressure. The vessel's management could not provide proof of a static liquid pressure test.

Resolved 9 April 2018
Resolution: MSU Savannah received, reviewed, and accepted documentation from the Master to clear the open deficiency. The document stated that all bunker lines were hydrostatically pressure tested IAW 33CFR156.
