PSCO received report from pilots that vessel was unable to maintain speed/rpm while manoeuvering to berth.

The purpose of this regulation is to prevent the ignition of combustible or flammable liquids. For this purpose, the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO discovered chafing gear on the #2 cylinder high pressure fuel line and the #4 cyclinder high pressure fuel line. Underneath the chafing gear, the outer shell of the high pressure fuel line were oil covered.

13199 - Other (machinery) - The condition of the ship and it's equipement shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea with out danger to the ship or persons onboard. PSCO observed a missing control panel for the lube oil purifier servicing the ships service generators. The lube oil purifier is inoperable at this time. Crew provided proof that the vessel's company has been notified , which was on 06DEC2020. The vessel is still awaiting spare parts. - 74 SOLAS 2004 con. I/11
