Before the ship leaves port and at all times during the voyage all lifesaving appliances shall be in working order and ready for immediate use. 13 of 34 immersion suits were in disrepair and would not maintain waterproof integrity to protect the wearer from hypothermia if immersed in cold water or otherwise exposed after abandoning ship in the event of an emergency. There are currently 24 crew members aboard with 27 serviceable immersion suits. Solas Safety Equipment Certificate Form E indicated a total of 34 immersion suits be kept onboard. SOLAS 74 (04) III/20.2
