THIS EXISTING VESSEL KEEL LAID IN 2004 WITH A BALLAST CAPACITY OF 4718 CUBIC METERS DRY DOCKED IN 20JUL15, HAS PASSED ITS COMPLIANCE DATE AND HAS NOT INSTALLED A BWMS OR AMS. PRIOR TO DISCHARGING UNTREATED BALLAST WATER IN THE WATERS OF THE US, THE VESSEL MUST COMPLY WITH ONE OF THE APPROVED BALLAST WATER MANAGEMENT METHHODS LISTED IN 33CFR151.2035(A)

Items being burned in the incinerator were not being monitored. Food waste and batteries were found in the incinerator ash receptacle. The Garbage Record Book shows daily use of the incinerator with only three entries since August 23, 2007 show discharges to reception facilities. Chief Engineer stated to PSCO that all garbage including plastics are incinerated. The crew is not familiar with proc.

Resolution: Reviewed garbage management plan with Captain and Chief Engineer. Captain stated, "they do not burn plastic because the price of fuel cost more than discharging to a reception facility."

Resolution: Vessel received a new Oil Record Book Part 1 that is IAW with recent Marpol Annex 1 Regulations. Chief engineer is aware that he must log weekly the collection of oily residues in the Incinerator holding tank.
