Any ship of 400 Gross Tonnage and above but less than 10,000 gross tonnage shall be fitted with oil filtering equipment complying with paragraph 6 of this regulation. The Chief engineer reported that the oil content meter (OCM) is currently inoperable. PSCO verified the OCMI is not working and parts were ordered during the exam. MARPOL I/14.1 17AC

The purpose of this regulation is to suppress and swiftly extinguish a fire in the space of origin. For this purpose, the following functional requirements should be met: fire-extinguishing appliances shall be readily available. PSCO discovered 06 CO2 cyclinders with pins installed rendering cyclinders incapable of being actuated. Corrected defiency prior to PSCO departure.

Resolution: Crew removed pins from cylcinders to ensure the CO2 system was in proper working order. Deficiency was corrected on the spot.
