The Coast Guard recorded this vessel and the following in the same
inspection activity — normally a tug and the barges in its tow. A recreational or
unclassed hull in the same activity is held and not published, so it does not appear
here: these lists are a floor, not a complete manifest.
Any ship of 400 Gross Tonnage and above but less than 10,000 gross tonnage shall be fitted with oil filtering equipment complying with paragraph 6 of this regulation. The Chief engineer reported that the oil content meter (OCM) is currently inoperable. PSCO verified the OCMI is not working and parts were ordered during the exam. MARPOL I/14.1 17AC

The purpose of this regulation is to suppress and swiftly extinguish a fire in the space of origin. For this purpose, the following functional requirements should be met: fire-extinguishing appliances shall be readily available.
PSCO discovered 06 CO2 cyclinders with pins installed rendering cyclinders incapable of being actuated.
Corrected defiency prior to PSCO departure.

Action required: 10 - Deficiency Rectified

Resolution: Crew removed pins from cylcinders to ensure the CO2 system was in proper working order.

07124 - The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction of the Administration by means of equipment producing hot air at the appropriate temperature, or smoke or aerosol particles having the appropriate range of density or particle size, or other phenomena associated with incipient fires to which the detector is designed to respond. PSCO observed flame detector being tested with an unapproved lighter.
