The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company. The technical and/or operational nature of deficiency noted below in deficiencies #2 & #3, provide objective evidence of a serious failure of the implementation of the ISM Code. An external audit report satisfactory to the OCMI must be submitted prior to the clearance of this deficiency. 74 SOLAS (2020) IX/Reg 5 ISM Code Part A 7 & 10.1

Resolution: An external audit was carried out on 2024-01-23. Three non-conformities were issued to the vessel, which are required to be resolved by 23MAR2024.

The engine starting systems and starting aids shall start the engine at the ambient temperature of -15C within 2 min of commencing the start procedure. PSCO found that it took almost 3 hours to start the port side lifeboat which was identified as the designated rescue boat. 74 SOLAS (2020) III/34 LSA Code 4.4.4.4.6.2

Resolution: Cooling water drum used to minimize effects of dry operation was not drained properly after cooling, which resulted in water in the line freezing.

Inspection of the life-saving appliances, including lifeboat equipment, shall be carried out monthly using the checklist required by regulation 36.1 to ensure that they are complete and in good order. PSCO observed that five monthly lifeboat and rescue boat inspections were not conducted in accordance with the checklist in 2023. 74 SOLAS (2020) III/20.7.2
