The engine starting systems and starting aids shall start the engine at the ambient temperature of -15C within 2 min of commencing the start procedure. PSCO found that it took almost 3 hours to start the port side lifeboat which was identified as the designated rescue boat.

Resolution: Cooling water drum used to minimize effects of dry operation was not drained properly after cooling, which resulted in water in the line freezing.

Inspection of the life-saving appliances, including lifeboat equipment, shall be carried out monthly using the checklist required by regulation 36.1 to ensure that they are complete and in good order. PSCO observed that five monthly lifeboat and rescue boat inspections were not conducted in accordance with the checklist in 2023.
