The purpose of this regulation is to provide means of escape so that persons on board can safely and swiftly escape to the lifeboat and liferaft embarkation deck. For this purpose, the following functional requirements shall be met. Escape route shall be maintained in a safe condition, and clear of obstacles. There was a padlock present on the outside aft B deck weathertight door. The lock did not have means of removing it from the inside in the event of an emergency, blocking means of escape from the B deck. Many of the other weathertight doors were observed with a means to lock the weathertight door in the same fashion with no lock present. Referencing ISPS Code Part B 8.10.1, the Ship Security Assessment should take into account all possible vulnerabilities, which may include conflicts between safety and security measures. SOLAS 74 (2020 Cons) II-2 Reg 13.2

LIGHT WAS REMOVED FROM PILOT EMBARKATION BACK TO THE LOCATION WHERE IT WAS INTENDED LEAVING PILOT EMBARKATION LIFEBUOY WITHOUT A SELF IGNITING LIGHT.
