Where vehicle ramps are installed to give access to spaces below the bulkhead deck, their openings shall be able to be closed watertight to prevent ingress of water below, alarmed and indicated to the navigation bridge. RO notified local OCMI that the port side loading ramp door watertight sensor is inoperable. A purchase order has been made with a lead time of 60-90 days. Vessel master is to adhere to the provided contingency plan and update risk assessment as need as well as notify local OCMI of any changes in conditions until repairs are made. Upon completion of repairs and satisfactory testing, provide class report to [email withheld] attesting to proper repairs and operation of watertight door sensor.

All access openings in bulkheads at ends of enclosed superstructures shall be fitted with doors of steel or other equivalent material, permanently and strongly attached to the bulkhead, and framed, stiffened and fitted so the whole structure is of equivelant strength to the unpierced bulkhead and weather tight when enclosed. The means for securing these doors weather tight shall consist of gaskets and clamping devices or other equivelant means and shall be permanently attached to the bulkhead or to the doors themselves, and the doors shall be so arranged that they can be operated from both sides of the bulkhead. MI observed a weather tight door on the port side aft superstructure that was not weather tight. The door was sealed using what appeared to be a silicone sealant and air could be felt on the outboard side coming through the door frame. The door is not permanently installed, rather bolted to the bulkhead. Observed cracking on the upper corners of the bulkhead where the door met. The door was not easily opened from both sides, the door lock jammed an was eventually freed. Permanently install door and make weather tight to satisfaction of Classification Society. -ICLL (2005) Ch.II, Reg. 12-1

Vessel required to meet 46CFR61.10-5(g) requirement to Hydro test bulk storage tank containing Low Psi CO2 for use aboard a vessel as a fire-extinguishing agent shall be subjected to a hydo test of 1 1/2 times the MAWP in the tenth year of installation and at ten-year intervals thereafter. Vessel required to conduct alternative inspection of aft tank at next port Bremnhaven and coordinate with Activities Europe for attendance and inspection IAW approved alternative inspection plan.
