Every totally enclosed lifeboat shall be provided with a rigid watertight enclosure which completely encloses the lifeboat. The enclosure shall be so arranged that: access to the lifeboat is provided by hatches which can be closed to make the lifeboat watertight.
PSCO observed port side lifeboat access hatch not watertight and was allowing water ingress.

The securing strong points and securing ropes should be at least as strong as the side ropes. Side ropes should be continuous with no joints and breaking strength of 24 kilo newtons per side rope.
