The equipment of ships certified to carry NLS in bulk contructed after 01JUL86 shall follow IBC Code. IBC code states that eyewash stations be operable in all ambient temps. Eyewash stations were not operable in ambient temp. Recommend that class verify servicability of steam lines for adequacy of cold weather operations. Resolution: Vessel sent attached class report stating that there were 02 cracks in the steam line causing the piping to freeze. Cracks have been repaired to Class' Satisfaction and eyewash stations are now functioning as designed.
