OIL FILTERING EQUIPMENT SHALL BE OF A DESIGN APPROVED BY THE ADMINISTRATION AND SHALL BE SUCH AS WILL ENSURE THAT ANY OILY MIXTURE DISCHARGED INTO THE SEA AFTER PASSING THROUGH THE SYSTEM HAS AN OIL CONTENT NOT EXCEEDING 15 PPM. UPON CONDUCTING AN OPERATIONAL TEST OF THE OILY WATER SEPARATOR, THE EFFLUENT BEING PROCESSED WOULD NOT BE FILTERED BELOW 15 PPM ON THE OIL CONTENT METER UNLESS FRESHWATER WAS BACK-FLUSHED THROUGH THE SYSTEM. THE SYSTEM WAS OPERATED UNSUCCESSFULLY BY THE CREW INTERMITTENTLY FOR OVER TWO HOURS, THE ONLY TIME THE SYSTEM SAMPLED EFFLUENT BELOW 15 PPM WAS WHEN THE CREW BACK-FLUSHED THE OILY WATER SEPARATOR'S SECOND STAGE W/ FRESH WATER. AN IMMERSION SUIT OF AN APPROPRIATE SIZE COMPLYING WITH THE REQUIREMENTS OF SECTION 2.3 OF THE CODE SHALL BE PROVIDED FOR EVERY PERSON ON BOARD THE SHIP. PSCO OBSERVED THAT TWENTY-FOUR IMMERSION SUITS ON-BOARD WERE SEVERELY DEFICIENT IN THEIR MATERIAL CONDITION. SPECIFICALLY, THE SUIT'S INSULATING LAYER EASILY SEPARATED FROM THE GLUED SEAMS INCLUDING AREAS AROUND THE SUITS' NECK SEALS, POSING A DANGER TO THE SHIP'S CREW IN THE EVENT OF AN EMERGENCY. 24 OF THE VESSEL'S 45 IMMERSION SUITS WERE FOUND IN THIS CONDITION. 74 SOLAS (2014) III/32.3.2
