The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the authorized ballast water management methods listed in 33 CFR 151.2025(a). Vessel's ballast water management method is inoperable. Vessel has been granted an extraordinary circumstance to employ the ballast water management method listted in 33 CFR 151.2025(a)(3) to conduct cargo operations while in the Sector New Orleans COTP zone. In accordance with 33 CFR 151.2040(b)(3), the vessel must discharge only that amount of ballast water operationally necessary to ensure the safety and stability of the vessel for cargo operations. 33 CFR 151.2025(a) 40c

Vessel was in ballast. No cargo on board. PSCO did not witness an action from the cargo system causing the stop of cargo flow when ESD was engaged. Crew was uncomfortable running pumps dry due to possible damage. Alarms were tested from manifolds and cargo control room.

0120-Load Lines-The International Load Line Certificate shall not be delivered to the ship until the officer or surveyor acting under the provisions of article 13 of the Convention has certified that the marks are correctly and permanently indicated on the ship's sides. The incorrect marking on the ship's starboard side was displayed and all 04 load line markings were painted,

Means shall be provided where by normal operation of propulsion machinery can be sustain or restored even though one of the essential auxiliaries becomes inoperatvie. Vessel lost propulsion and electrical power due to the failure of one safety relief valve on the start air/control air system. SOLAS 2004 Ch. II-1 Reg 26.3.9, (40ac)

Vessels safety relief valve for main engine and auxilary equipment failed causing loss of propulsion and ships power. Condition of vessel and machinery shall be maintained after the time of survey. SOLAS 14 Chp.1 Reg 11, 60ac
