When minor alterations or minor repairs of tank vessels become necessary such work shall be under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect at the time the vessel was contracted for or built, or in accordance with the regulations in effect for new construction insofar as possible. Marine Inspector identified a broken ladders and wasted hatch openings to the port and stbd fwd lube oil tanks. The lube oil cargo pumps remote shutdowns were not tested. Additionally, the cargo pipe leading from the forward deck tanks is wasted and holed near the port manifold. On deck Lube oil cargo tanks shall not be used until repairs are made.
