Cargo ships shall carry at least one rescue boat complying with the requirements of section 5.1 of the code. The engine of the rescue/lifeboat shall be provided with either a manual starting system or a power starting system with two independent rechargeable energy sources. The battery in the assigned rescue boat was unable to start the engine within the alloted 2 minutes as per LSA Code 4.4.62.

A minimum of two two-way portable radiotelephone apparatus shall be provided for each fire party for fire-fighter communication. They shall be of an explosion proof type or instrinsically safe. During the drill, firefighting teams did not have two-way portable communcations.

Code:0750, Cite:74SOLAS(14)II-2/4.5.5.1.1FSS Code Ch.15.2.2.1.1, Action:40ac - For tankers of 20,000 tonnes deadweight and upwards, protection of cargo tanks shall be achieved by fixed inert gas system in accordance with requirements of fire safety systems code. Inert system referred to in Ch.II-2 of convention shall be designed, constructed and tested to satisfaction of administration. Scrubber tower has large soft patch and discharge line on No.2 blower has a soft patch.

Resolution: Class report states: soft patches on scrubber and blower have been cut away with new steel plate insert welded around both sides. All welding seams checked w/ kerosene test and found satisfactory.
