Port State Control Examiner observed a soft patch on the drain line for the OWS system.

The company should ensure that the policy is implemented and maintained at all levels of organization, both ship based and shore based. PSCO observed a lack of response and action to scheduled maintenance and calibration requests on critical systems/equipment, allowing a lapse in multiple inspection and calibration dates. As per the ship’s SMS, overdue PMS jobs for critical equipment should not be tolerated and the maintenance must be carried out as soon as practicable. The following details were observed by PSCO: 1) Per the ship’s PMS, the M/E Oil Mist Detection system, shall have a periodic inspection conducted, by the maker’s service engineer, every 2.5 years. The periodic inspection due date was 10JULY2018. Records indicated that the C/E has notified the company of the periodic inspection deadline on 17JUNE2018, but no service engineer has attended the ship since the request. 2) Per the ship’s PMS, the Oil Discharge Monitoring Equipment, shall have an annual servicing conducted by an authorized service engineer (shore technician). Last annual service was on 03NOV2017, with the next annual servicing being on 03NOV2018. C/O has notified the company of this service on 06SEP2018, but no shore technician has attended and conducted the inspection since the submitted request. 3) Per the ship’s PMS update on 28MARCH2018, the Fixed Gas Detection system shall have the 3-monthly zero/span calibration conducted on a monthly basis. Although the company did impose more strict requirements on this system, than required by regulation, calibration records indicate that the competent officer(s) in charge of this evolution have continued to log the calibration evolution as a 3 monthly calibration inspection on some months while logging it as a monthly inspection on other months. In addition, calibration logs provided, also show that this PMS update was not logged and possibly not conducted during the month of May 2018 and July 2018. The company and crew failed to fully implement the requirements of the ISM code through their SMS procedures. The above non-conformities on critical systems is evidence that the company an crew are not complying with shipboard SMS requirements. Recommend external audit on the maintenance and inspection (CP11) portion of the SMS. 17 abc/74SOLAS(14)CH IX,REG 3.1/ISM Code 2.2

The normal equipment for every lifeboat shall consist of a food ration totaling not less than 10,000KJ for each person the lifeboat is permitted to accommodate.
