Towing vessels must meet the communications requirements of 33 CFR 26 and 33 CFR 164.72, as applicable. A properly functioning VHF radiotelephone installation is required. 40 CFR 80.1005 requires inspections of the radio installation, followed by issuance of an endorsed Bridge-to-Bridge Act certificate. The vessel does not have a Bridge-to-Bridge Act certificate, and the VHF-DSC radios have not been programmed with the vessel's MMSI number or a latitutde and longitude input, invalidating the DSC capability of the installations. Rectify to the satisfaction of the attending marine inspector. - 46 CFR 140.715(a)

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any line that supplies fuel directly to a propulsion engine or generator prime mover. The fuel lines to the port and starboard generator prime movers connect to the main diesel line between the fuel tank and shutoff valve, so securing the valve will not secure fuel to the generators but only to the propulsion engines. Make arrangements so the remote fuel shutoff will secure fuel flow to the port and starboard auxiliary generators.
