Each vessel vapor connection flange face must have a permanent stud projecting outward that has a 12.7 mm diameter and is at least 25.4 mm long. It must be located at the top of the flange face, midway between bolt holes, and in line with the bolt hole pattern. PSCO observed 03 out of 04 vapor line connections missing studs. Make repairs to the vapor lines prior to loading cargo.
