Each emergency generating set arranged to be automatically started shall be equipped with starting devices. A second source of energy shall be provided for an additional three starts. PSCO observed hydrualic means of start for emergency generator was inop SOLAS (Cons 2004) II-1/44.2

Under all sailing conditions, including maneuvering, the speed, direction of thrust and, if applicable, the pitch of the propeller shall be fully controllable from the navigation bridge. Vessel reported that the bridge control of the propulsion machinery was not operational. Vessel may shift to lay berth permitted with no fewer than 2 tugs. Assisting tugs must be of adequate horsepower and sufficient quantity to satisfy attending pilot.

PSCO observed an electrical ground on the 220V switchboard in the engine control room.
