Under all sailing conditions, including maneuvering, the speed, direction of thrust and, if applicable, the pitch of the propeller shall be fully controllable from the navigation bridge. Vessel reported that the bridge control of the propulsion machinery was not operational.
Vessel may shift to lay berth permitted with no fewer than 2 tugs. Assisting tugs must be of adequate horsepower and sufficient quantity to satisfy attending pilot.
