All seals and gaskets must be properly maintained to prevent leaks of flammable or combustible liquids. MI's observed excessive diesel oil in the main bilge of the vessel. Upon further inspection, the source of the accumulated fuel came from a faulty gasket on the aft port fuel tank inspection cover that borders the engine room. Vessel must remove the excessive fuel from the bilge prior to movement. 46 CFR 143.220(a)
