Equipment requirements are based on the are in which a towing vessels operating, not the route for which is certi8fied. AND Day and night visual distress signals. Handheld red flare distress signals, approved under approval series 160.021 or 160.121, and hand-held rocket propelled parachute red flares, approved under approval series 160.036 of 160.136, are acceptable as both day and night signals. Vessel had one orange smoke signal and one red flare distress signal. Vessel operates on the river which is required, according to Table 141.370, to have 3 day and 3 night visual distress signals. Obtain the appropriate amount of Visual Distress Signals to the satisfaction of the attending Marine Inspector. 46 CFR 141.370 and 46 CFR 141.375(b)/(c)

All items must be fixed prior to movement except portable since they are not due yet.

The owner, managing operator, master or officer in charge of a navigational watch of a towing vessel must ensure the strength of each component used for securing the towing vessel to the tow and for making up the tow is adequate for its intended service. Found both port and starboard winch wires crushed in several points. The wires were replaced 22 May 2019 as required in previous deficiency. However, the wires were damaged and needed replacement. The vessel's crew replaced the wires with spares they had on board.
