Master reported that when the stbd main engine was engage at loud noise could be heard coming from the vessel propellers. Divers were contracted and identified the doubler plate on the stbd wheel well was half removed. Vessel was toed to Hebron KY Drydock awaiting repairs. Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and the safety of persons onboard under normal and emergency conditions. Make repairs to the satisfaction of the attending Coast Guard marine inspector.

Vessel is restricted from pushing cargo until repairs are complete. Vessel authorized to transit light boat to Hebron Kentucky for repairs. Prove proper repair to the satisfaction of the Coast Guard Marine Inspector.
