The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fir to proceed to sea without danger to the ship or persons on board. PSCO received report that a STBD/forwards clsoed choke was ripped off the deck while mooring resulting in a hole in the side of the 1S ballast tank. Repairs shall be made to vessel departure.
