The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. During the annual internal structural inspection two welds were found to be broken on the port engine room inboard stern framing. Repair the two identified welds to the satisfaction of the attending marine inspector.

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: The pump is permanently mounted. All 4 bilge pump mounting plates are not permanently mounted to the structure. Permanently mount all 4 bilge pumps.

Each rescue boat and ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. Retroflective tape on life buoy and life floats is damaged. Renew all retroflective tape on the life buoy and life floats.

A pre-engineered fixed gas fire extinguishing system must be in compliance with § 181.420 of this part and may only be installed in a normally unoccupied machinery space, a paint locker, or a storeroom containing flammable liquids (including liquors of 80 proof or higher where liquor is packaged in individual containers of 9.5 liters (2.5 gallons) capacity or greater), with a gross volume of not more than 57 cubic meters (2,000 cubic feet). Vessel has arranged for alternate means of fire extinguishing via a 40 pound portable CO2 bottle set near the entrance to the port engine compartment. Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. A weathertight door must be provided for each opening located in a deckhouse. The weathertight door port side main deck entering the main cabin has a closing dog at the top of the door that is in need of replacement. Replace closing dog/handle and prove proper operation to the satisfaction of attending CG marine inspector.

Except as provided in 80.177 and 80.179, operation of transmitters of any ship station must be performed by a person holding a commercial radio operator license or permit of the class required below. The operator is responsible for the proper operation of the station. One of the vessel's hired Captains did not have a Radio Operators Permit. All captains operating a vessel with a Certificate of Inspection are required to have a Radio Operators Permit.

The EPIRB's battery is replaced after it is used, or before the date required by FCC regulations in 47 CFR part 80, whichever comes sooner. Vessel's required EPIRB battery indicates it expired March 2019. Vessel is limited to 3 miles from shore in the Gulf of Mexico until a new battery is installed in the EPIRB to the satisfaction of the attending Marine Inspector.

Vessels operated beyond the 20 nautical mile limitation specified in paragraph (a)(1) of this section, but not more than 100 nautical miles from the nearest land, must be equipped with a MF-DSC frequency transmitter meeting the requirements of §80.1101(c)(3). Vessel does not have a working MF Radio. Vessel is limited to 20 Miles of shore in the Gulf of Mexico until a MF radio is installed and properly functioning to the satisfaction of the attending Marine Inspector.
