Where a fixed fire and alarm system is required for protection of spaces, at least one detector complying with the FFS Code shall be installed. The starboard forward hatch smoke detector shows a trouble alarm on the fire detection panel. Provide evidence of compliance prior to departing Port Fourchon. 74 SOLAS Cons. 2004 II-2 7.2.3

Resolution: The defective smoke detector was replaced with a new spare and operationally tested. The Fire Detection Panel was found satisfactory without any system fault. This was found satisfactory to the ABS attending surveyor.

In order to receive a COI the vessel must conform to all conditions and regulatory requirements applicable to it. The vessel did not have a valid Vessel Security Plan, Merchant Mariner Credentials and TWIC’s, Shipboard Marine Pollution Emergency Plan, Safety management Certificate, Certificate of Financial Responsibility, Navigation Publications. Station Bill, Fire and Safety Plan, Ballast Water Management Plan, Waste Management Plan were not valid/missing. The vessel did not have a crew on board and could not conduct drills. As a result of an absent vessel security plan and crew, the vessel did not receive the ISSC. In order to conduct commercial operations under its issued COI, as a US flagged ship, the vessel will be required to show all documents are present/valid and a credentialed crew is available to conduct drills and demonstrate proficiency.
