Each cargo tank of a tank barge must have one of the following liquid overfill protection arrangements: A system meeting the requirements of 46 CFR 39.2007. Vessel high level/overfill protection systems would not operate as intended. Repair alarm system.

Boilers, main and auxiliary machinery, and piping systems shall conform to the requirements of subchapter F (Marine Engineering) of this chapter, except as otherwise provided for in this subchapter. Fuel lines on prime mover are wasted. Replace.

A tank vessel with a capacity of 250 or more barrels that is carrying oil or hazardous material as cargo must have under or around each loading manifold and each transfer connection point, a fixed container or enclosed deck area that, in all conditions of ship list or trim encountered during the loading operation, has a capacity of at least one barrel if it serves one or more hoses with an inside diameter of more than 2 inches but less than 4 inches, or one or more loading arms with a nominal pipe size diameter of more than 2 inches but less. Diaphragm pump not in containment. Place in containment.

The last 1.0 meter (3.3 feet) of vapor piping upstream of the vessel vapor connection and each end of a vapor hose must be Painted in the sequence of red/yellow/red. The width of the red bands must be 0.1 meter (0.33 foot) and the width of the middle yellow band must be 0.8 meter (2.64 feet); and labeled with the word “VAPOR” painted in black letters at least 50.8 millimeters (2 inches) high.

Each tank vessel with a cargo capacity of 1,000 or more cubic meters (approximately 6,290 barrels), loading oil or oil residue as cargo, must have one overfill device that is permanently installed on each cargo tank and meets the requirements of this section. The operator of a vessel with a capacity of 250 or more barrels of oil, hazardous material, or liquefied gas as regulated in Table 4 of 46 CFR part 154 shall provide transfer procedures that meet the requirements of this part and part 156 of this chapter. Vessel's transfer procedures were not specific to vessel's system.

All Cargo Tanks vented at a gage pressure of 4 pounds per square inch or less shall be constructed and tested as required by the standards established by the American Bureau of Shipping(ABS) or other recognized society(RO). Vessel has 6 independent cargo tanks installed on the deck. As per MSC Document dated February 21, 2020 (serial: E1-2000653) these tanks do not meet the minimum thickness as required by ABS or other RO. Vessel is restricted from utilizing these tanks and or must remove from the barge.

46CFR31.10-25: Modifications were made without having prior approval from Commandant. Submit plans detailing the addition of all new machinery and equipment to the barge to MSC for approval prior to conducting cargo operations.

Provide documentation that Cargo Pump engine wiring harness and sensor are approved for class 1 div 1 locations IAW 46 CFR 111.105.
