Each cable installation must meet Sections 25 of IEEE, except 25.11 of IEEE 45-2002. In accordance with IEEE 45-2002/25.4, cables passing through tanks and where exposed on weather decks, where they are particularly liable to damage, such as locations in way of cargo ports, hatches, tank entry trunks, and where crossing walkways should be protected by installation in pipe, under angle iron supports, covered raceways, or equivalent means. One of the vessel's electrical circuit installed on the weather deck and running along the side of another circuit, which is currently inside a conduit pipe, is loose at several locations on the weather deck within the hazardous location. Additionally, its armored cable has been damaged at several places, which creates an electrical safety hazard. Vessel shall make permanent repairs to the satisfaction of a Coast Guard Marine Inspector prior to operating such electrical circuit. 46 CFR 111.60-5 705 C

The following plans, if particular to the vessel, must be submitted for Coast Guard review in accordance with 46 CFR 110.25-3: (i) For vessels with hazardous locations for which part 111, subpart 111.105, is applicable, plans showing the extent and classification of all hazardous locations, including information on equipment... Upon request to the barge representative of objective evidence that the current prime mover configuration has been reviewed and/or approved by the Marine Safety Center, the representative was not able to provide documentation verifying the required compliance addressed on Coast Guard Letter Titled 16711/Pump Engines submitted on November 5th, 2010, to Settoon Towing LLC. On such letter, the vessel needed to submit evidence to the Coast Guard that the electronically controlled engine meets Class I Div 1 compliance. Vessel shall submit documentation providing evidence that equipment meets the Class I Div I compliance criteria within 30 days of this inspection. 46 CFR 110.25-1(i) 50 C
