Replace ring life buoy with a 24 inch buoy and ensure markings and retro reflective tape meet 46 CFR 185.604.

Starboard pontoon was tested at too high of a pressure and #4 compartment deck welds popped/cracked. Entire weld on forward section of #4 compartment and approximately 6 inches down port side came completely undone. 6 inches of the starboard of the weld back from the forward weld cracked and needed repair.
