Each survival craft shall be stowed so that neither the survival craft nor its stowage arrangements will interfere with the operation of any other survival craft or rescue boat at any other launching station. PSCO observed improper stowage arrangements of PORT and STBD inflatable liferaft which could prevent the float-free capabilities. Laferaft were installed with two rafts stowed above three liferafts with securing straps that in the event the top HRU'S filed it would prevent the liferaft from becoming float-free. 74 SOLAS(20)III/13.1.1

Resolution: The vessel rectified the deficiency by rearranging both port and starboard liferafts in a position that allow for independent float-free capabilities.

Vessel's rescue boat kill switch did not shut off rescue boat engine. Crew installed new kill switch. PSCO wittnessed proper operation of rescue boat kill switch.- 74 SOLAS (20) III/20.2
