The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. for this purpose, the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO observed active fuel oil leak on #2 Generator leaking from fuel manifold, and pooling of fuel oil around fuel oil pumps on generators 1, 2, and 3. Additionally, PSCO observed accumulation of fuel oil in plastic cups under No. 1 F/O supply pump, No. 1 Circ Pump, and No. 2 F/O Circ pump. SOLAS 74 (2009) II-2/4.1.1 - 17ac
