If the installed BWMS stops operating properly during a voyage, or the vessel's BWMS method is unexpectedly unavailable, the person directing the movement of the vessel must ensure that the problem is reported to the nearest COTP or District Commander as soon as practicable. Vessel did not report to the local COTP the malfuncting ballast water piping control system before entering U.S. waters. Captain did inform PSCO of the issue during pre-exam meeting. Vessel doe not conduct ballast water exchanges in U.S. waters (10c). - 33 CFR 151.2040(b).

Resolution: Captain reported details of the vessel's inoperable ballast water treatment system during initial meeting when PSCO's arrived to the vessel at berth. Vessel was issued condition of class for inop system until required parts can be delivered replaced.
