Oil filtering equipment referred in paragraph 1 of this regulation shall be of a design approved by the Admin and shall be such as will ensure that any oily mixture discharged into the sea after passing through the system has an oil content not exceeding 15 ppm.
PSCO discovered oil on the valve stem for valve 27V which is identified on bilge system drawing M35-227. Valve 27V is the last valve in the OWS overboard piping before the skin valve. The crew removed additional piping on the discharge side of valve 27V and oil was observed in that piping as well and on the inboard side of the skin valve, valve 15V. No sheen or emulsification was observed in the navigable waterway on the water side of the skin valve. Valve 27V was disassembled by the crew and found corroded on the valve seat. Oil, in the return line to the Bilge Tank, seeps through valve 27V when closed and allows for free communication of oil into the piping that is discharged to sea.

PSCO expanded the MARPOL exam and requested the crew to operate the OWS. The crew members were unable to operate the OWS due to an inoperable bilge separator suction pump dedicated for the OWS. PSCO was unable to determine if the OWS and OCM were functioning properly.

The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board, due regard being paid to moving parts, hot surfaces and other hazards.
PSCO observed the ballast pump leaking in the engine room. The salt water inlet piping bolted coupling is leaking from the bottom bolt at a rate of 1 gallon per hour. The ballast pump is leaking underneath from a reservoir gasket at a rate of 1/2 gallon per hour.

Resolution: The leaked ballast pump (Fire, Bilge & Ballast Pump) was dismantled and the mechanical
seal, cover and bottom gasket, and damaged bolts were renewed and found in order by
operational test.
Every candidate for certification as OICEW in a manned engine-room or as DDE in a PUMS on a seagoing ship powered by main propulsion machinery of 750KW propulsion power or more shall be required to demonstrate ability to undertake, at the operational level, the tasks, duties and responsibilities listed in column 1 of table A-III/1. The level of knowledge of the material listed in column 2 of table A-III/1 shall be sufficient for engineer officers to carry out their watch keeping duties.
PSCO expanded the MARPOL exam and discovered that only one of the engineering officers on board (4th engineer) is familiar with the operation of the oily water separator (OWS). Engineering officers in charge of a watch shall be familiar with OWS requirements and operation as per column 2 of table A-III/1 in STCW.
