PSCO OBSERVED WEEPING ON BOTH PORT AND STARBOARD SIDES OF THE HYDRAULIC STEERING RAM.

PSCOs identified multiple conditions in the engine room pointing to a lack of maintenance including fresh water pumps, hot water tank, steam lines, cascade tank piping, and residual fuel on the generators, purifiers, sight glasses, and tank lagging. Crew identified some areas to work on but not all. ***Required external audit within 90 days.***

74SOLAS (14) II-2/4.1.1- Means shall be provided to control leaks of flammable liquids. Lagging under various fuel tanks including F/O service tank was soaked in fuel. Additionally, PSCO identified fuel oil pooled in areas around the diesel generators, purifiers, and their containment underneath. Sight glasses were propped open exposing contents to E/R atmosphere.

Boundary between the incinerator room and passageway has multiple areas with cracks and broken barrier, exposing E/R area to passageway and breaking class A barrier.
