Table 46 CFR 141.305 46 CFR 141.305(d)(3) An inflatable life raft, Inflatable buoyant apparatus, or rigid buoyant apparatus accommodating 100% of the crew must be used for a rivers route. Rivers route includes the ICW. each towing vessel that operates solely on rivers need not carry survival craft if: (i) It carries a 406 MHz Cat 1 EPIRB meeting 47 CFR part 80; (ii) It is designed for pushing ahead and has a TSMS that contains procedures for evacuating crew members onto the tow or other safe location; or (iii) It operates within 1 mile of shore. Vessel did not have an inflatable life raft, buoyant apparatus, or EPIRB. Vessel must obtain one of these items to be able to operate further than one mile from shore.

33CFR155.740(c) Permanently posted or available at a place where the procedures can be easily seen and used by members of the crew when engaged in transfer operations. Vessel did not have any posted transfer procedures. Vessel must have transfer procedures posted or easily seen and available by crew conducting transfer operations.

46 CFR 144.606 Means must be provided for stopping each fan in a ventilation system serving machinery spaces. One of the engine room exhaust vents would not close. This vent must operate properly.

46 CFR 140.720 Each towing vessel must be equipped with navigation lights, shapes, and sound signals in accordance with the International Regulations for Prevention of Collisions at Sea (COLREGS) or 33 CFR part 84 as appropriate to its area of operation. According to 33 CFR 83.33 and 83.32, a vessel of 12 meters or more in length shall be provided with a whistle. The word whistle means any sound signaling appliance capable of producing the prescribed blasts. The term short blast means a blast of about 1 second's duration. The term prolonged blast means a blast of from 4 to 6 seconds' duration. Vessel’s whistle was only capable of producing a prolonged blast. Vessel’s whistle must be capable of also producing a short blast.
