Forward embarkation ladder shackle seized, preventing securing to deck strong-points, port and stbd removable railings corroded in place, obstructing deployment of ladder and 6-man liferaft.

Resolution: Both seized handrail parts were replaced, de-rusted, and painted. Rusted shackles were replaced with new ones. Class surveyor confirms above lifesaving equipment are well maintained and ready for use. (see attached documents)
