Vessel is required to remove fouling organism from the vessel's hull , piping, and tanks on a regular basis and dispose of any removed substance in accordance with local state, and federal regulations. PSCO observed excessive organism growth on the starboard side of the vessel's hull. 33CFR151.2050(f)

Deck water spray system should be capable of covering all required areas with uniformly distributed water spray. During test it was observed that the water spray system had numberous clogged nozzels at verious locations across the deck including the port side manafold. Vapor domes for the 1,2,3 cargo tanks had no water pressure, and no coverage.
