The secretary may order any vessel in a port or place subject to the jurisdiction of the United States or in the navigable waters of the United States to operate or anchor in a manner he directs if by reason of weather, visibility, sea conditions, port congestion, other hazardous circumstances, or the condition of such vessel, he is satisfied in the interest of safety. Upon entering the seafood refer, PSCO observed deficient oxygen content (17%) within the space, creating a hazardous condition for the crew. Verified deficient content with two additional monitoring devices. 33USC1223(b)(3)
Action required: 17 - Rectify deficiencies prior to departure
Resolved 1 February 2018
Resolution: Ships crew removed several boxes of dry-ice from the seafood refer and allowed space to ventilate for 24 hours. PSCO's verified sufficient oxygen content in the space and endorsed COC.
