Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. Alarms must: Be visible and audible at each operating station. The alarm located at the operating station may be a summary alarm; if the alarm at the operating station is a summary alarm, the specific alarm condition must be indicated at the machinery location. Marine Inspector observed vessel without Port and Starboard Generators High Temperature or Oil Pressure alarms at both operating stations. Vessel requires working alarm at each operating station. 46 CFR 143.230(b)(1) 25JUL25: Vessel granted extension to complete deficiency.

Means must be provided for stopping each fan in a ventilation system serving machinery spaces and for closing, in case of fire, each doorway, ventilator, and annular space around funnels and other openings into such spaces. Marine Inspector observed no closing devices for engine room ventilation intakes and discharge outlets. Repair to the satisfaction of the Marine Inspector. 46 CFR 144.605 25JUL25: Vessel granted extension to complete deficiency.

A towing vessel that is certificated for limited coastwise, coastwise, oceans or waters beyond 3 nautical miles from shore on the Great Lakes, whose contract for construction was executed prior to August 27, 2003 must be equipped with an approved 160-B semi-portable fire-extinguishing system to protect the engine room. Marine Inspector observe 160-B semi-portable fire extinguisher located in engine room. Vessel requires primary fire fighting extinguisher out of engine room space. 46 CFR 142.315 (a)(2) 25JUL25: Vessel granted extension to complete deficiency.

Emergency lighting must be provided for all internal crew working and living areas. Vessel did not have emergency lighting installed. 46 CFR 143.410(b)

Electrical equipment must be marked with its respective current and voltage ratings. Vessel's circuit breaker panels were not labeled with their respective servicing voltage. 46 CFR 143.400(c)

Electrical components that pose an electrical hazard must be in an enclosure. Vessel's engine room circuit breaker panels had front covers that would not latch or stay shut on their own. 46 CFR 143.400(g)

Safety orientations and other crew training must be documented in the TVR, official logbook, or in accordance with the TSMS applicable to the vessel. The entry must include: 1. The date of the safety orientation or training 2. A general description of the safety orientation or training topics. 3. The name(s) and signature(s) of the individual(s) providing the orientation or training. 4. The name(s) of the individual(s) receiving the safety orientation or training. Marine Inspector observed that the safety orientation was not being logged in the vessel's TVR. 46 CFR 143.260 (d)

Visual distress signal requirements are based on the area in which a towing vessel is operating. MI discovered the vessel is not carrying sufficient day/night distress signals to operate beyond three nautical miles from shore. Vessel shall not operate beyond three nautical miles from shore. 46 CFR 141.370

Each towing vessel operating in oceans and coastwise service must have a line throwing appliance approved under approval series 160.040. MI discovered the vessel did not have a line throwing appliance. Vessel shall not operate beyond three nautical miles from shore. 46 CFR 141.385

An individual may not be engaged or employed, including self-employment, on a vessel in a position as master, operator, or person in charge for which a credential is required by law or regulation unless all crew members covered by this section are subject to the random testing requirements. Provide proof of crew enrollment. 46 CFR 16.230(k)

Following a grounding the vessel was found to have hull penetrations with water ingress. The penetrations were effectively sealed using a temporary repair. The vessel shall immediately proceed to a ship yard to conduct permanent repairs. Repair proposals shall be sent to the cognizant OCMI prior to being carried out. The vessel shall not re-enter service until the permanent repairs have been approved by a Coast Guard marine inspector.

Provide FCC Safety Certifciate.

Remove excess oily water from bilge.

Provide 60 ft floating water line.

Have fixed fire detection system tested and prove proper operation.

Terminate or remoave dead end wires on bridge.

Prove fire pump pressure is 60 PSI or greater.

MMSI: Vsl is broadcasting invalid MMSI, NAME: Vsl is broadcasting NAME with Vsl type precursor (NAME must not include Vsl type precursors, e.g. F/V, M/V), ZERO LENGTH OR BEAM: no dimension information (AIS Antenna Position ABCD values equals 0)
